Temporary Traffic Management Consulting in the Bay of Plenty

What TTM consulting is, and how it differs from a TMP

A traffic management plan is a document for a specific job: the layout, signage, methodology and closures for that activity. Temporary traffic management consulting is the broader work: reviewing how your sites actually run, aligning your practice with the New Zealand Guide to Temporary Traffic Management, and building your team's ability to assess risk themselves. You can get one without the other, but most Bay of Plenty contractors benefit from both, and we deliver both.

Risk-based TTM under NZGTTM, done properly

NZGTTM replaced the old code with a risk-based approach, and the transition has caught a lot of contractors out. Ashley is one of the lead Technical Advisors to the CoLAB RATA Technical Advisory Group set up to help councils through that transition, and has run workshops for council Traffic Management Coordinators on how to assess NZGTTM plans. When Inframax moved from CoPTTM to NZGTTM across three district council maintenance contracts, we built them an in-house tool that assesses and compares the risk of different TTM approaches. That is the level we bring to Bay of Plenty traffic management.


Our footing in the Bay of Plenty

Rotorua is one of our two home bases. We conducted the independent Safe System Audit for the new intersection design near Waimahana Marae on State Highway 5, tailoring the safety recommendations to marae access and cultural traffic flows, with the improvements incorporated directly into the intersection planning. SH5 and SH30 carry forestry traffic, tourists and marae access in the same lane, and any temporary traffic management on those routes has to respect all three. We know those corridors from the road up.

Independent means no conflict of interest

We do not supply crews, signs or equipment. A full-service traffic management company earns more when the plan calls for more cones, more signs and more people. Our advice is written purely against safety and compliance, with cost efficiency built in, because there is nothing else in it for us.



What to check before engaging a TTM consultant

  • Do they supply crews or gear? If yes, ask how they manage the conflict.

  • Have they worked on the NZGTTM transition at a council level?

  • Can they show a risk assessment method, not just a template?

  • Do they know your corridors, or will they be learning on your job?

  • Will the advice build your team's capability, or keep you dependent?

Do you cover Tauranga and Whakatāne as well as Rotorua?

Yes. We work across the whole Bay of Plenty from the Rotorua base: Tauranga and the Western Bay, Whakatāne and the Eastern Bay, Te Puke, and the state highway corridors between them.

Can you review our existing site processes?

Yes, that is the core of TTM consulting. We review how your sites are actually set up and run, compare that against NZGTTM, and give you practical changes your crews can apply. Where it makes sense we also help you build the internal capability to assess risk yourselves.

Do we still need a TMP if we have had TTM consulting?

Usually yes. The consulting improves how you work; each job on or near a road still needs its own traffic management plan submitted for approval. We design those too.

Who approves our plans in the Bay of Plenty?

Both the PCBU chain (the methodology) and the relevant Road Controlling Authority: the district or city council for local roads, NZTA for state highways such as SH5 and SH30. Both approvals are essential.

What does TTM consulting cost?
